“Hi Folks; Our club has been hosting a World Class Fast Draw revolver championships at the Aldergrove Fair for over a decade now, and the folks of AAFFA {Aldergrove Fair's Assn.} love the idea of this World Class event! BUT next year's Aldergrove Fair is in trouble as it has dire need of PEOPLE! People, as Volunteers and/or Directors! We know that some of this club's members have helped in AAFFA'S past events like their Xmas Parade, and we are hoping that, at this time, some of you can volunteer to help at the Fair next July or even become Directors of the Fair for maybe 1-2 years? Some of the present Directors are stepping down, due to age and/or simple tiredness, and we NEED someone to step in-even if momentarily. A re-elected Liberal government will:

Toughen our laws on banned assault weapons by making it mandatory for owners to either sell the firearm back to the government for destruction and fair compensation or have it rendered fully and permanently inoperable at government expense.
Crack down on high-capacity magazines and require that long gun magazines capable of holding more than 5 rounds be permanently altered so that they can never hold more than 5 rounds
Ban the sale or transfer of magazines that could hold more than a legal number of bullets, regardless of how they were intended to be used by the manufacturer.
Set aside a minimum of $1 billion to support provinces or territories who implement a ban on handguns across their jurisdiction, to keep our cities and communities safe.

We would also continue to combat gender-based violence and fight gun smuggling with measures we have introduced such as:

Lifetime background checks to prevent those with a history of abuse against their spouse or partner from obtaining a firearms license.
"Red flag” laws that would allow immediate removal of firearms if that person is a threat to themselves or others, particularly to their spouse or partner.
Increased maximum penalties for firearms trafficking and smuggling from 10 to 14 years imprisonment.
Enhancing the capacity of the RCMP and the Canada Border Services Agency to combat the illegal importation of firearms.

Bill C-71 Restrictions Start This Month on Buying/Selling ‘Non-Restricted’ Guns

TheGunBlog.ca — The Canadian government will start enforcing new restrictions on government-licensed gun owners this month, as the governing Liberal Party continues its political and regulatory attacks against hunters, sport shooters and firearm collectors.

Details

The regulations stem from Bill C-71, a law the Liberals passed in 2019.
The measures take effect on May 18, according to an Orders in Council dated 29 April and published online today.
They apply only to government-licensed firearm users and businesses.
The restrictions include:
1. “Non-Restricted” Firearm Transfers: It will be a crime for any licensed gun owner to buy, sell or give away any “Non-Restricted” rifle or shotgun without explicit permission for the transfer from the Registrar of Firearms in the Royal Canadian Mounted Police - Canadian Firearms Program.
  - It will require contacting the RCMP to request a reference number for the transaction.
  - It applies even to all license holders, include a spouse who wants to give a rifle or shotgun to their spouse, or a parent who wants to give a rifle or shotgun to their child.
2. Gun Store Registry: Gun stores will be required to store the personal details of licensed buyers of “Non-Restricted” rifles and shotguns for 20 years, in a violation of personal privacy.
Other restrictions also kick in, but those are the biggies for most PAL holders and businesses (in my opinion).

ATTs are now required for virtually all firearm transport except for:

to and from range and home after purchase.

DEADLINE FOR MASS FIREARM CONFISCATIONS NOW EXTENDED TO OCTOBER 30, 2023!

In the meantime - the government is spending millions trying to get a plan together to do what they illegitimately call a "mandatory buyback", which is now projected to cost multiple BILLIONS of $$$, that would be better spent on policing and border security!! (This is simply a case of - blame the tool - not the user to grab political gain. The government is using public ignorance and bold-faced lies to "pretend" to solve a criminal/gang problem by going after legal firearm owners in order to acquire votes.)

Their problem is that no one educated about the actually gun crime issue (not the police, nor the military, nor gun-shop owners, etc.) wants anything to do with the "confiscation" of these legally-owned firearms since they do not agree with the underlying premise that this tyrannical OIC (which is a total waste of taxpayer $$$) will have any effect on public safety - i.e. the fact-proven false-narrative that the Liberal government continues to feed to the unknowing public via mainstream-media propaganda ads and ignorant political speeches by Trudeau and the new Public Safety Minister!

If you want to support the efforts to stop this solely "politically-motivated" and dictatorial confiscation of personal property, please join the CCFR, CSSA, and/or NFA and give generously to the legal fights directed towards taking away our rights to NOT have our personal property CONFISCATED for political reasons.

Clearly if the government gets these identified hunting and sporting firearms -
they will be back for all the rest as well!

If yours aren't on the list now (they may be already as the RCMP keeps adding firearms without proper oversight - check the list at the link below) they will likely be soon as the Public Safety Minister is again already stating that another OIC is likely to come very soon, identifying even MORE restricted and unrestricted hunting and sporting firearms!

Have you been following the CCFR's efforts on your behalf to counter the Liberal and RCMP Initiatives to BAN your legally-acquired firearms?

If not, you should be! It is your property - and if they have not gotten to your firearms specifically - it won't be long until they do! They are already banning shotguns, hunting rifles and even simple 22 cal sporting rifles - as the types on the prohibited list which were added after May 1 were numerous (updated continuously with last update in Dec 2021 - see link: https://twitter.com/armalytics/status/1474438793751154696). This prohibited list continues to grow without oversight of any kind. There is still also the unresolved question if the government intends on ANY compensation for these firearms as the government is showing little interest in resolving this question before the two year amnesty period is up on April 30 2022)!

Any of your firearms could be on the list (see list) - making you an immediate criminal (as the 2 year amnesty promised by the Liberals does not apply to owners of these added firearms) - and you would not necessarily know it as many were unrestricted previously! (A current CSSA legal opinion is that nearly all 12 gauge removable choked firearms are still currently prohibited based on the current legal definition as stated in the OIC!)

Information on the RCMP website and statements (mostly lies) by the Public Safety Minister have changed repeatedly without notice - and without discussion or reason, usually to the deficit of the licensed firearm owner. It is difficult to trust that any statements made (written or verbal) will not change or disappear if the Liberals want them to - so confidence is low with respect to our expectation of government fairness wrt our property or person. The RCMP and Minister Blair (and now the new Minister) have been provided with dictatorial powers by Trudeau's Liberals with the goal of removing all firearms from civilians in the long term. This is evidenced by the types of firearms being listed for prohibition - which has continued to increase after May 1st without legitimate criteria other than to virtue signal to obtain the votes of the uneducated public.

Note that the Liberals have started initiating the content of Bill C71 (which will affect firearm storage and transport requirements) while they are currently trying to push through C21 and C22 which will harass handgun and air-soft pistol owners (C21) while giving reduced sentences to criminals charged with gun crimes (C22). While these bills were killed by the Oct 2021 election process - expect to see them brought forward again in the future.

The good attendance was received and appreciated (58 registered) and
MP Tako Van Popta (a PAL holder himself) reaffirmed the Conservatives
intention to support firearm owners and remove sporting firearms from the
May 2020 OIC following a proper "non-political" review; deemed a logical step forward when performed by proper firearm community experts.

It was highlighted by the participants that such a review
would be necessary BEFORE the April 30, 2022 OIC amnesty deadline.

It was also reinforced by the participants, that to support the keeping of our firearms, a vote for any other political party would NOT serve the
firearm community - and was to be avoided at our peril!

A Federal Election has now been called!

Do you value your firearms? If so, then:

1) Polls open NOW! Get out and vote for the only political party that has - both in the past and has now committed in the future in writing - to support firearm owners and repeal the idiocy of recent ineffective government bills (C71, the OIC, etc.) - or they (i.e. every other party) will come for our firearms even more than they are doing now!

This is also the ONLY political party that has committed to actually DOING
anything significant to curb gang and criminal violence in Canada, rather than wasting taxpayer money on increased government paperwork and bureaucracy,
the confiscation of your legal property, and the continuous harassment of sport shooters through government legislation in Canada!
(BTW - this clearly fits within the definition of "systemic discrimination/i.e. bigotry" by the Government of Canada towards all sports enthusiasts which utilize a firearm in the course of their legitimate sporting activity!)

2) Support that political party through monetary donations and
volunteering of your time to spread the word!

4) Support the CCFR, NFA, CSSA and other groups which highlight the government's lack of common-sense and provide logical solutions and arguments to the government about dealing with public safety issues.

Remember: Gangs and criminals don't obey laws or rules/paperwork
related to firearm ownership or proper use - so more of the same bureacratic nonsense WILL NOT enhance public safety. The firearms criminals have are ALREADY ILLEGAL so these new laws are redundant and only affect legal/responsible firearm owners - who are NOT the problem.

Clearly the Liberal government recognizes these facts but still proceeds
with these ineffective bills (C71, C21, OIC, etc.) only to virtue-signal to gain votes from uninformed voters and to steal our legal property. This results in the destruction of of our Canadian shootings sports (enjoyed by over 2 million + Canadians) only harasses these legal firearm owners rather than addressing
the real problem of gangs, criminals and gun smuggling.

Liberals Refuse Federal Court Order to
Give Evidence for May 2020 Attacks

TheGunBlog.ca — Canada’s Liberal Party-led government refused a Federal Court order to produce the evidence that led to its political attacks begun in May 2020 against gun owners.

Hidden Under Section 39

The Clerk of the Privy Council, the most-senior government employee and a top adviser to Prime Minister Justin Trudeau, used Section 39 of the Canada Evidence Act to keep e-mails, memos and notes hidden from the court and the public.

The Clerk, Janice Charette, signed the Section 39 certificate on June 14. A Federal Court judge on May 27 gave the government 30 days to produce all documents related to its crackdown.

Disclosure ‘Shall Be Refused’

“As a result of the certification by the Clerk, pursuant to s. 39, ‘disclosure of the information shall be refused without examination or hearing of the information by the court,’” government lawyers told the Federal Court yesterday.

“The attached s. 39 certificate is an absolute bar to filing with the Court under seal the information encompassed by the Order.”

Criminalize and Confiscate

The refusal is the Liberals’ latest obstruction tactic as they push ahead with their May 2020 Order in Council (OIC) that criminalized honest citizens and ordered the confiscation of suddenly blacklisted rifles and shotguns.

30 Day Deadline

Associate Chief Justice Jocelyne Gagné gave the Attorney General of Canada (AGC) 30 days to turn in the evidence, she said in a decision dated May 27 and received by lawyers today.

The governing Liberal Party previously refused to share materials behind its 01 May 2020 Order in Council (OIC) criminalizing honest citizens and ordering them to surrender their suddenly blacklisted rifles and shotguns by April 2022.

Why are you urging me, and everyone I know, to sign these petitions?

We have an opportunity to give our political allies the ability to keep the stupidity of the Liberal government’s latest round of gun bans in the public’s eye. Why is this important?

Politicians need tools to do their jobs, and one of the tools at their disposal are petitions. I dislike petitions because, far too often, they give the person signing them the false impression they’ve actually accomplished something when they have not. Signing a petition is not an end. It’s not even a beginning. The value of a petition is to give our elected officials – in this case our Conservative MPs – the ability to keep raising the issue both inside and outside of Parliament. The flaws in the Liberal government’s latest Order in Council are many. As more and more of these flaws surface, a petition gives our MPs the ability to speak about those failings – which can only help our cause.

So… here are the links. Please go to them all, sign your name and, MOST IMPORTANTLY, click the confirmation email you will receive for the first three very shortly afterward. If you do not, your name will NOT be added to the list.

Will these petitions in and of themselves stop the latest Liberal nonsense? No, of course not. They are simply one more tool in our arsenal to fight back against measures we know will not and cannot stop gang shootings or mass killers.

2. Support our firearm rights groups that are leading the fight!
Many of these organizations are currently involved in bringing "human rights" court challenges against the government on your behalf to expose and fight the government's actions to blame and punish licensed firearm owners and businesses (through these and future firearm bans) for the actions of madmen.

The legal question regarding 12 and 10 gauge shotguns, and any other firearms they see fit to ban is NOT over - don't assume that it is! The RCMP continue to add shotguns and other rifles to the growing list of prohibited firearms - without any oversight!

Support these groups through membership and donations!

Now is the time for action - NOT excuses! Please do it now! Don't forget to donate - we will all lose much more if these challenges are NOT successful!

3. Write your MP, the Prime Minister and Bill Blair

Tell them you are against the bans and their continued "scapegoating" of legal firearm owners. More letters are better than long letters - and keep sending! Snail mail is best - No postage required.

4. Donate to the only political party interested in supporting you as a licensed firearms owner - the Conservative Party of Canada! Support and donate to them as they continue to fight for us in Ottawa. Only they have stated publicly that repeal of this OIC and a revamping of the Firearm program in Canada is needed to stop the scapegoating of licensed firearm owners! Don't forget about the generous tax credit for donations (about 75% up to about $450 which means it costs you only about $125 to make this donation!)

BTW - Don't expect others to protect YOUR rights as a firearms owner - if we don't ALL do something to help fight against this attack on us - then one day soon they will come for our firearms! Here is the update from the RCMP just posted today on their website regarding the new Canadian firearms BANS and regulations
and more specifically shotguns!

It appears that the Liberals in concert with the RCMP have found a way to try to save Bill Blair and somewhat hide their incompetence by suddenly finding a "different definition for bore diameter" in their own files (not that they are not already well known for making up their own measuring/classification rules).

While good news for shotgun owners - this is confusing seeing that the RCMP has already added both shotguns and hunting rifles to their FRT prohibited list as they admitted in the last published CSSA bulletin (see Bulletin: CSSA Bulletin). It also helps the Liberal plan - i.e. to divide and conquer - when it comes to attacking all firearm owners - i.e. hunters and sport shooters. See the 29+ new firearms added to OIC banned list by RCMP here (more banned firearms). Note that the RCMP continues to add these without real justification or oversight - sometimes just because they look scary!

Remember: All it takes for bad people to prevail is for good people to do nothing!

(BTW: Still waiting to here how the Liberals justify exempting aboriginals from hunting with prohibited rifles that Trudeau says publicly are not suitable, and how the AR-15 is now a public safety threat while it was publicly stated by the Solicitor General of Canada in 1979 that it was specifically NOT a public safety threat in Canada due to the intensive licensing system for firearms owners - which has only become more intense since then?!

Trudeau and Blair BAN 12 Gauge and 10 Gauge SHOTGUNS
+ some High Power Hunting Rifles!

Due to the current legal wording of the recent Order in Council banning firearms - shotguns and rifles with a bore diameter of 20 mm or greater, and some high-power hunting rifles exceeding 10,000 joules, are now PROHIBITED firearms. This includes most 12 gauge shotguns with removable chokes. Prohibited firearms must be stored properly and cannot be transported for any reason and thus cannot be brought to a range. It is now a criminal offense to do so!

In a historic, sweeping ban, Justin Trudeau and Bill Blair have decimated the firearms industry in Canada. A segment that contributed over $8B to the GDP, employs over 40,000 Canadians in 4500 small businesses across the country.

A staggering 1500 models and variants of rifles were wiped off the market today, with plans to confiscate them from legal owners who have done nothing to warrant such a far-reaching attack. This will impact hundreds of thousands of Canadians who have followed every rule and regulation asked of them, and committed no crime. Legal owners have a two year amnesty to decide if they will forfeit their property for compensation or deactivate them in order to keep them.

Trudeau and Blair used the horrific tragedy in Nova Scotia, a crime committed by an unlicensed criminal with illicit firearms, to prop up his failed policy.

They also circumvented democracy by using an OIC rather than legislation that would have required a debate, study of the issue and votes by parliamentarians.

The CCFR’s Rod Giltaca & Tracey Wilson will be attending a technical briefing today on request by the Minister of Public Safety. Stay tuned for our course of action in the coming days.

It is with sadness that I am writing to advise the membership that
Kavinder PURI passed away Monday morning Feb 10 at 7 am.
Kavinder was a club life member, and an extremely dedicated range officer, Board director and club volunteer, being best known for his involvement with the juniors, i.e. training them to shoot
22 cal rifle and air rifle/pistol.
He will be truly missed by all that knew him.

Election 2019: Liberals Announce Gun Bans

Tony Clement was right. Back in May of this year, the veteran M.P. announced a secret plan the Liberals had concocted to ban certain types of semi-automatic target rifles.

The CSSA's information concurred with former Minister Clement and we announced the plans to ban firearms in our publications immediately.

It appears we were correct!

At 11:40 EDT am today, Liberal leader Justin Trudeau, deflecting away from proven allegations of racism roaring through the media, announced his government would - if elected - "Ban military-style assault weapons and will conduct a buy back program of these types of firearms." He did not define what that nebulous term "military-style assault weapons" meant nor how the buy-back would be implemented.

He also will allow municipalities to ban handguns within their borders. Trudeau did not describe how this would be enforced or implemented.

Importantly, he did not state how constitution guarantees of equal application of the law to all Canadians would dovetail into increasing restrictions against urban firearms owners.

Don't the rights of lawful firearms owners count too?

Surrounded by a gaggle of M.P.s, hopefuls and Liberal supporters - and without a single representative of Canada's 2.2 million firearms owners - Trudeau proved (again) that only certain Canadians enjoy representation within the Liberal party.

And we aren't one of them.

Tony Bernardo, executive director of the Canadian Shooting Sports Association said,”It's disappointing, but typical for the Liberals to attack Canada's 2.2 million lawful firearms owners whenever they get into deep trouble. Canada's firearms community is the go-to “whipping boy” of the Liberal party- guaranteed to deflect attention away from the latest Liberal scandal of Justin Trudeau's racist past.”

Trudeau's hyperbolic rhetoric is purely designed to whip up public sentiment against our community, despite the statistical evidence that firearms owners are the most law-abiding people in our country.

Trudeau's announcement raises more questions than answers. The Liberals have been unable to define what an “military-style assault weapon” is, or their role within crime.

Thanks to all that made the time to get out and vote!

We did our part here in Langley and most of BC!

Langley is again Conservative, so we as licensed firearm owners and LRGC members, will at least have two local MP voices in Ottawa (and a few more in the Lower Mainland) to oppose the illogical and ineffective Liberal plans to target our sporting firearms rather than the illegal weapons currently in the hands of criminals.

The coming year will likely be, to say the least, challenging. But if history teaches us anything, it is that minority governments typically last less than two years, so we may all be back voting again in the near future!

So we need everyone to continue to support our firearm rights advocacy groups -
i.e. the CSSA, the CCFR and the NFA,
we must not rest!

We would also like to thank all those that signed up as new members and/or donated to these organizations during our club initiative designed to increase their funding and support.

The club will be sending their contribution to each of these groups in recognition of your participation during this initiative.

Brian Ng has returned from the Jr. Olympics in Buenos Aires, Argentina where he was representing Canada in 10m Air Pistol! He was the only Canadian who scored high enough to qualify to attend!

In late August, Prime Minister Justin Trudeau issued a mandate letter for Bill Blair.

For those of you not familiar with Blair, he’s the ex-Toronto cop turned Member of Parliament who was recently appointed to a brand new Ministry and given the title “Minister of Border Security and Organized Crime Prevention”.

His job, primarily, is to assist in ensuring Bill C-71 gets passed AND to “lead an examination of a national ban on handguns and assault weapons, while not impeding their lawful use by Canadians” – there’s an oxy-moron if there ever was one!
(BTW - their definition of an "assault weapon" is any semi-auto!)

What does this examination look like? Well, shortly after his orders came down from on high, Blair stood in committee and promised to conduct a full and balanced “public consultation” before the end of the calendar year.

GUNTER: Departing senator's bill looks to give restrictive gun registration

Is Senate Private Bill S-223 a parting shot by a retiring Liberal senator or a trial balloon being launched by the Trudeau government to see whether there is any taste for a new gun registry?

Hard to say. What is clear is that if S-223 ever became law, it would be even more restrictive than the 1995 long-gun registration bill, C-68.

Introduced earlier this month by Quebec Liberal Senator Céline Hervieux-Payette, the bill may die when Hervieux-Payette retires from the Senate at the end of this week. The former Pierre Trudeau cabinet minister turns 75 - the mandatory Senate retirement age - on Friday.

The bill also faces some significant procedural hurdles. For one, to get past first reading the bill requires both the Liberals and the Conservatives to speak to it. While the Liberals have scheduled their statements for as early as Tuesday, the Conservatives have no plans yet to address the bill. And since the Tories still hold the majority in the upper chamber, S-223 could languish on the order paper a long, long time.

So maybe this is just Hervieux-Payette's last kick at the can; one more chance to make a clattering commotion on her way out the door.

Hervieux-Payette, who was secretary of state for fitness and amateur sport back in the early '80s, has long been a fierce opponent of private gun ownership. She is also rabidly anti-American.

A decade ago when an American tourist wrote Canadian senators to tell them she and her family would not be coming to Canada out of protest for the seal hunt, Hervieux-Payette told the woman "the daily massacre of innocent people in Iraq, the execution of prisoners - mainly blacks - in American prisons, the massive sale of handguns to Americans, and the destabilization of the entire world by the American government's aggressive foreign policy," was far worse than the seal hunt.

But there is also some reason to think the bill is more than just the fading dream of a radically anti-gun senator.

For one thing, it's more than 70 pages long and appears to be the work of several, professional lawyers and legislation drafters. Tony Bernardo, executive director of the Canadian Shooting Sports Association, says S-223 looks as if "it took a number of Department of Justice lawyers a few months of work to create."

If Justice lawyers did help in the bill's creation, that would indication S-223 is a stalking horse - a false front the Trudeau government is hiding behind to gauge reaction and see whether they could get away with new gun controls.

The key provisions include the reclassification of all firearms, except "hunting firearms" as "circumscribed firearms."

Firearms in this new category - close to half of all firearms in the country - could not be stored in private homes. They would have to be kept locked up in government-approved vaults at authorized gun clubs or even police stations.

And they could only be removed from these facilities by licensed "transporters." No word yet whether individual owners could get license to transport their own guns.

And while guns would not have to be "registered," they would have to be "inscribed."

Explaining the difference, Hervieux-Payette said, "We simply thought that using the term 'inscription' would eliminate some anxiety. I think that using the term inscription does not evoke feelings of fear" that a new registry is on the way.

Let's hope when the good senator packs up her office this week, she packs up this dangerous bill along with her paperweight and letter opener.

COMMENTARY – IS BILL S-223 A DANGEROUS "TROJAN HORSE?"

She's baaaack. Just when you thought it was safe to go into the Senate of Canada, along comes Senator Céline Hervieux-Payette with the newest incarnation of her Draconian anti-gun bill, now called Bill S-223.

This is the latest of several legislative introductions the honourable Senator has made to inflict a wicked piece of garbage on Canadians.

The bill would change the "Restricted" category to "Circumscribed" (cutting off the flash hider of your AR-15?), prohibit all firearms except a VERY narrow range of hunting firearms and “localize” the prohibition of restricted firearms. In other words, that's centralized lock up of some of your guns and destruction of the rest.

ALL SEMI-AUTOS OF ALL TYPES (except .22s) WOULD BE RESTRICTED/ PROHIBITED.

As well, no one would be allowed to move circumscribed (restricted/prohibited) guns except approved “Transporters.” Of course, these would be made up of highly trained, untouchable and steely-eyed folks – like Canada Post, but even better.

Guns would not be “registered” but “inscribed.” Says the good Senator: “You can appreciate that the terms ‘registration’ and ‘registered’ have been used so often that we simply thought that using the term ‘inscription’ would eliminate some anxiety. I think that using the term inscription does not evoke feelings of fear”"

Yes, it's true, she really does think you are that stupid.

Seemingly, she also thinks the media and the rest of Canadians are stupid enough to be fooled by this childish attempt at deceit.

The Senator also states: “The firearm death rate in the United States, a country with very weak gun control laws, was 10.3 per 100,000 population in 2011. That amounts to 32,163 deaths in one year, according to the National Vital Statistic Reports from the U.S. Department of Health and Human Services. That would be the number of deaths if 20 towers, like those of the World Trade Center, were to collapse every year in the United States. There were 2,977 victims on September 11, 2001.”

Apparently she failed arithmetic too.

Twenty World Trade Center tragedies would total 59,540, not 32,163. She also quotes the U.S. example as proof that Canada is different because of our gun control while failing to recognize that as the numbers of U.S. firearms goes up, violent crime with firearms goes down. Apparently the Senator's facts only go in one direction and her prowess in deciphering and analyzing social trends and dangers is only dwarfed by her considerable mathematics skills.

As the last pail of stupid gets thrown into the tub, all restricted/prohibited would be forbidden to transfer.

There's a lot more too. Some 76 pages of legalese gobbledygook to decipher, but we are on it!

The bill cannot receive second reading until the Liberals and the Conservatives speak to the bill. The Liberals are set to speak on April 19 and the Conservative are TBA, but we are watching this closely. Bill S-223 has had a HUGE amount of work put into its creation. It took a number of Department of Justice lawyers a few months of work to create this one – and that is very concerning.

We will be listening to the Liberal's statement on the bill, anxious to hear if their promise to not create a gun registry meant that it was okay to create an “inscription registry.” If this bill passes second reading, we go to war!

Safe City Project underway in Surrey

Surrey RCMP is undertaking a project dubbed as “Safe City”, which aims to educate firearms owners on current laws surrounding the registration requirements for restricted and prohibited firearms.

Police officers from the Surrey RCMP, supported by the National Weapon Enforcement Support Team (NWEST) and Combined Forces Special Enforcement Unit (CFSEU – BC) have been and will be visiting the owners of restricted and prohibited firearms whose registrations have expired.

The proactive undertaking was developed prior to the recent shootings that have occured in Surrey.

“The objective of this project is to educate firearms owners on the current laws surrounding firearms, as some may not even realize that they are non-compliant,” said Assistant Commissioner Bill Fordy, the Officer in Charge of Surrey RCMP. “We are running this program to help gun owners with registering their expired, prohibited, and restricted firearms, or help facilitate relinquishment of unwanted firearms safely and effectively to police. Our aim is to reduce the number of illegally owned and unregistered firearms in Surrey, as well as enhance public and police officer safety. The majority of gun related crimes in Canada are committed with guns that are domestically sourced.”

Ridge-Meadows RCMP also successfully launched the program in November 2015 and announced their result after it is was done (see news release).

If you have any unwanted firearms, please contact your local police department on their non-emergency line. Police will go to your residence to receive the firearms. For security reasons, please do not transport the firearms into police departments.

POLS BECOME PALS AND AUTOMATIC ATTS BEGIN TODAY!

As of today, two of C-42’s most-anticipated components come into effect: The transition of POLs (Possession Only Licenses) to PALs (Possession and Acquisition Licenses) and the inclusion of the “Automatic Authorization to Transport” on RPAL licenses. While outlined in the text of C-42, both of these matters have been the subject of much debate, as the exact manner in which they will be released has been anything but clear… but as of today, the RCMP Canadian Firearms Program has finally issued a document outlining the process by which these changes will (and did) occur.

In the matter of the POL to PAL transition, it’s as simple as expected; if you possess a valid POL you now possess a valid PAL. There is no need to replace your card. You POL number is quite simply no registered as a PAL number in the firearms centre’s database so you may immediately proceed to your local gun shop and buy a new gun right now if you so desire. Obviously, when you renew your license, the newly-issued card will be labelled as a PAL but again that is not necessary until your card expires. If your POL has expired already, you must take the CFSC or CRFSC to obtain a PAL.

The matter of Automatic ATTs is a bit more nebulous. Basically, if you currently have an ATT to transport a firearm to a range or gun club, the following conditions have been automatically applied to your license:

· These license conditions authorize the transport of restricted and/or prohibited firearms registered to the license holder within their province of residence by the most direct route possible for the specific indicated purposes.
· Transportation of restricted firearms and/or prohibited handguns (12(6.1) of the Firearms Act) possessed for the purpose of target practice to and from all shooting clubs and ranges approved under section 29 of the Firearms Act.
· Transportation of restricted firearms and/or prohibited firearms to and from any place a peace officer, firearms officer of Chief Firearms Officer (CFO) is located for verification, registration or disposal in accordance with the Firearms Act or Part III of the Criminal Code.
· Transportation of restricted firearms and/or prohibited firearms to and from a business that holds a license authorizing it to repair or appraise prohibited or restricted firearms.
· Transportation of restricted firearms and/or prohibited firearms to and from a gun show.
· Transportation of restricted firearms and/or prohibited firearms to a port of exit, in order to take them outside Canada and from a port of entry.
· Transportation of newly acquired restricted firearms and/or prohibited firearms from the place of acquisition to the license holder’s dwelling house or other place authorized by the CFO.

If you do not currently hold an ATT for the purposes of taking a firearm to the range, the above conditions have not been automatically applied to your license, but will be applied when you:

acquire your first restricted firearm;

acquire additional restricted or prohibited firearms;

request a new ATT during valid period of license;

request a replacement ATT during valid period of license; or,

renew your firearms license with restricted and/or prohibited privileges.

When any one of those above events occurs, the automatic ATT conditions will be applied to your license, and a new license card will be printed to reflect that special conditions are attached to the license. The card carrier (paper that accompanies the license) issued with the new license will have the usual standard conditions listed, while the new six automatic ATT conditions will be listed under “Special Conditions” on the carrier. Whether or not this carrier must be carried with the license remains unclear as two separate calls to the Canadian Firearms Centre for clarification obtained two different responses; one which claimed the Special Conditions must be carried and one which claimed the carrier should be carried but was not legally necessary as the conditions are applied to the license regardless of if you physically possess the paper saying so and that confirmation of the conditions is available to any law enforcement officer electronically.

It should be noted as well that if the reason given for acquiring a new firearm is for the purposes of collecting firearms, only five automatic ATT conditions will be attached to your license, with the exclusion of the first condition. In other words if you have no ATT, and buy a new restricted or prohibited firearm for the purposes of collecting firearms, you will not get an automatic ATT allowing you take restricted/prohibited firearms to the range.

Holders of existing ATTs will not automatically receive a new card reflecting the new conditions that have been attached to their license (just as existing POL holders will not receive a card reflecting their new status as PAL holders), but the Canadian Firearms Centre’s database will reflect the changes in conditions for all RPAL holders that meet the criteria; namely those with pre-existing ATTs, and those that complete any of the above steps. Also, while the new conditions will have been applied to any existing ATT holders, the existing ATT remains valid. In a call to the Canadian Firearms Centre, we were told that for this reason it would be prudent to retain any existing ATTs with the restricted firearms they pertain to as they remain valid documents, but the Firearms Centre was also unanimous in saying that travelling to the range with restricted firearms but without our existing ATT (or any new license carrier declaring the new Special Conditions) this morning would be legal due to the new conditions placed upon our licenses.

The Prohibition of the Legally Owned Swiss Arms and CZ 858 Semi Automatic Sporting Rifles.

This issue should be of concern to all Canadian firearms owners!

At the end of February, the RCMP firearms lab quietly reclassified two firearms.

The “Swiss Arms” brand of rifles and some versions of the CZ 858 rifle (both
semi-autos) have been moved from the non-restricted category to the
"prohibited" category, effectively making some 15,000 Canadian gun owners
"criminals" by possessing a firearm they now don't have the appropriate
license for.

These rifles were initially inspected by the RCMP firearms lab and approved
for sale as non-restricted in Canada a dozen years ago.

There have been no documented cases of either of these firearms being used
in a crime or of one ever being converted from “semi” to “full auto”, which
of course would be a crime.

This action appears to be a “gun grab” rather than a “public safety” issue,
initiated by the unelected bureaucrats at the RCMP who seem to be making up
laws without any political over-site or consultation…most likely to “test
the waters” before moving forward with a much broader and far reaching list
of firearms prohibitions, mostly aimed at semi auto rifles (for now).

Since the last 3 days in February when these prohibitions were revealed
there has been a massive response from Canadian gun owners and firearms
organizations (NFA and CSSA) indicating their extreme displeasure and
concerns over these prohibitions and the actions of the RCMP.

The Federal government has acted quickly, announcing a 5 year “amnesty” for
all owners of these now “prohibited” firearms. Whether this means the owners
get to continue using them as “non-restricted” rifles, or that they become
expensive paper-weights that cannot leave the house (Swiss Arms rifles cost
around $3500) is yet to be determined.

If the government eventually decides on a “buy back” program for these
rifles, the Canadian taxpayer would be on the hook for over 15 million
dollars!

Here is the “good news”…Canadian gun owners (for the time being) are front
and center in the concerns of the current government…an election is
coming…the time to act is now.

Meaningful changes to the Canadian Firearms Act are possible if enough
concerned citizens are heard…changes that punish criminals rather than law
abiding firearms owners.

Whether you own a semi-automatic rifle or not, the time to act for “common
sense” firearms laws in Canada has never been better.

Immediate Action Needed: Reclassification and Prohibition of Firearms by the RCMP

Last week, without Parliamentary input, the RCMP unilaterally reclassified two types of rifles. All Swiss Arms and most models of the CZ858 are now prohibited. This affects approximately 12,000 members in the firearms community and represents anywhere between 10 and 15 million dollars of private property.

We urge you to act on this immediately. Please contact your Member of Parliament, the Minister of Public Safety, the Minister of Justice and the Prime Minister of Canada Stephen Harper. Tell them the reclassification by the RCMP is unacceptable. The current Firearms Act is biased against responsible Canadian Sportsmen and should be replaced.

On Wednesday, Minister of Public Safety Steven Blaney posted to Facebook a picture of himself attending a Canadian Firearms Safety Course.

Blaney can now apply for a Possession and Acquisition License (PAL), which will allow him to purchase firearms and ammunition - presuming the high-ranking Cabinet minister passes mandatory security checks. Blaney's office indicated that the Minister completed both the non-restricted and restricted course, meaning he can apply for a license allowing the purchase of both long-guns and handguns.

Blaney's director of communications, Jean-Christophe de Le Rue, said Blaney was "pleased" to take the course and "looks forward to many years of participating in this sport that is a part of our Canadian heritage."

De Le Rue would not say whether or not Blaney intends to purchase firearms once licensed.

Qualified instructors of the Ontario Federation of Anglers and Hunters (OFAH) administered the course to Blaney and a number of his staff.

Greg Farrant, Manager of Government Affairs and Policy at OFAH, said his organization was happy to provide the course: "Firearms owners in this country are safe and trained. It's good to have a firsthand experience. We're very pleased the minister did that."

"Given the fact that he's responsible for firearms safety, [Minister Blaney] felt it important that he experience the same course as everyone else," explained Farrant.

The Minister's portfolio includes both the Canadian Firearms Program and the RCMP.

According to the RCMP, there were 1.9 million individuals legally licensed to own firearms in Canada as of September 2013.

De La Rue touted the Conservatives elimination of the much-maligned long-gun registry, noting that they will "always stand up for law-abiding hunters from every region." He also indicated that further reforms might be on the way, saying they will "continue to take action to reduce needless red tape" for law-abiding firearms owners.

Blaney was first elected in January 2006 and is the MP for the Quebec riding of Lévis-Bellechasse, just south of Quebec City. He was named the Minister of Public Safety and Emergency Preparedness in July 2013.

RE: Chief Firearms Officers

The BC Wildlife Federation (BCWF) is concerned about Chief Firearms Officers
(CFO) arbitrarily imposing new and onerous interpretations of firearms
regulations for legal, law abiding firearms owners. I am writing to you on
behalf of BCWF members to object to the seemingly arbitrary expansion of
power behind closed doors. A few examples are troubling. In BC, the CFO,
without announcing any justification, changed the conditions of the
Authorization to Transport (ATT) to restrict transportation to only one
club; the Ontario CFO arbitrarily imposed an onerous new requirement on
firearms owners.

BCWF members are concerned that CFOs can arbitrarily impose additional
paperwork. Are there no limits? Does anything go as long as a government
official asserts "public safety?" Can CFOs unilaterally impose whatever
paperwork they dream up, however unnecessary or burdensome? Who in Ottawa is
responsible for setting policy for the country's CFOs?

It is unacceptable that CFOs can impose these new requirements and have done
so with no prior notice or even adequate justification. The new requirements
are unnecessary and are not mandated in the Firearms Act. Neither the BC nor
the Ontario CFO cited a public safety problem with the previous regulations.
Previously, an Authorization to Transport (ATT) allowed law-abiding permit
holders to transport a prohibited or restricted firearm to any qualifying
shooting range for the purpose of recreational sport shooting or to a
gunsmith.

The new conditions in Ontario require target shooters who visit a range that
is not their home club to obtain a personal letter of invitation from that
range before being allowed to transport their firearm. To my knowledge, BC
has not yet specified the necessary conditions to visit other ranges than
their home range. The new paperwork is of course in addition to the ATT they
already have and will increase the amount of paperwork necessary for
shooting ranges. Most ranges are largely staffed by volunteers, who will
have now to process more paper for shooting competitions. Competitions are
the life's blood of the shooting sports. This is another burdensome
requirement on law-abiding sport shooters and is yet another blow to a
traditional Canadian activity.

In a letter to shooting ranges and clubs dated January 28, 2013, the Ontario
Chief Firearms Officer outlines the new changes, without providing any
rationale for the change. The letter refers to the vested interest that
clubs and their members have in ensuring that shooting sports are pursued
safely and in accordance with the law. In fact, these same clubs and members
have been conducting their activities for decades under the previous rules,
and doing so in a safe and responsible manner. What is missing from the
equation is any justification of why the changes are necessary.

Every trained and licenced firearms owner who uses firearms for recreational
shooting at ranges is already subject to a stringent set of rules governing
the use and transportation of their firearms. Authorizations to Transport
(ATTs) have been in place since 1978 and are already more than sufficient to
monitor law-abiding citizens. There has not been a problem with ATT holders
committing crimes, and even if they had been, these rule changes would not
in themselves deter anyone with criminal intent.

To conclude, I am writing you on behalf of BCWF members who hold restricted
weapons to request that you urge the CFOs to withdraw these arbitrary new
ATT requirements. Indeed, given that the police already vet holders of
restricted weapons, it is not obvious what legitimate public safety concerns
the ATT itself serves.
Instead of wasting scarce resources on increasing the paper burden on
law-abiding citizens perhaps public safety would be better protected by
targeting criminals. If you are looking for ways to reduce bureaucracy, we
respectfully request that budgets for the CFOs should be considered.

OTTAWA - An Ontario man who says he has been cleared of charges stemming from an attack on his home says he is proud of the precedent the case sets with regards to Canadians’ right to armed self defence.

Ian Thomson says a judge in Welland acquitted him on Thursday of firearms-related charges in connection from a 2010 incident in which he fired three warning shots at a group of men who set his Ontario home ablaze with firebombs.

Some experts say the ruling by Justice Tory Colvin could have wide-ranging implications for self defence law in Canada.

Thomson described the two-and-a-half-year legal battle as a “horrible ordeal.”

“I firmly believe they wanted to make an example of me, and to put the fear into every Canadian firearm owner that you are not allowed to defend yourself with a firearm,” he said.

In August 2010, 54-year-old Thomson was sleeping in his Port Colborne, Ont., home when he awoke to the sound of Molotov cocktails exploding. Looking outside he saw part of his house and his porch ablaze, and four masked men outside. A former firearms instructor, he quickly unlocked his gun safe, loaded a .38 calibre revolver and stepped outside.

Thomson fired three warning shots, which caused the men to flee, before dousing the flames with a garden hose and calling 911.

When police arrived he was taken into custody, and his collection of firearms – assorted handguns worth over $10,000 – and ammunition were seized and impounded.

Soon thereafter, Crown attorneys charged Thomson with careless use of a firearm. These charges were later dropped, and he was charged with two counts of unsafe storage.

Canada’s leading firearms lawyer Ed Burlew represented Thomson, and said the decision is a significant victory for Canadian gun owners.

“We all have a fundamental right to protect out property and our families,” he said. “You’ve got to be able to defend yourself without fear of prosecution, and I think that’s well established now.”

Crown prosecutors argued Thomson had fallen afoul of safe storage regulations because, on the night of the incident, Thomson had a box of .38 Special ammunition in his bedside table. The judge ruled this was irrelevant, Burlew said, since Thomson’s guns were all securely locked away in a gun safe.

The four men who attacked Thomson were all sentenced to between two and four years incarceration.

Unless the Crown decides to appeal the case, Thomson’s collection of guns must be returned to him within 30 days.

Thomson said he came under intense pressure from police to enter a plea and accept a weapons prohibition, but refused due to his belief he was innocent.

“I would not cut a deal because I did not break the law,” he said. “And – to use a pun – I stuck to my guns.”

Thomson said he racked up about $60,000 in legal costs during the trial, but said much of that was donated by members of the National Firearms Association, the Canadian Sports Shooting Association (CSSA) and readers of the popular pro-firearms online message board CanadianGunNutz.com.

Many messages of support for Thomson were posted on the internet by gun owners following the decision.

“This case is extremely significant and Mr. Thomson's victory is a victory for common sense and freedom for all Canadians,” the CSSA said in a statement.
